BRJD VISITATION PROCEDURES
1. Visitation shall be
conducted each Sunday in two (2) time periods: visitors will
be required to choose either the morning visitation period
(8:30 a.m. to 10:30 a.m.) or the afternoon period (1:00 p.m.
to 3:00 p.m.). No one will be allowed to enter the
visitation area after 10:15 a.m. and 2:30 p.m.. Visitors may
not bring food, snacks, drinks, etc..

Visitation will also be conducted on Wednesday nights from
5:30 pm – 6:30 pm. In order to be eligible for Wednesday
night visitation, residents must maintain clear conduct (no
disciplinary charges) for the week preceding the visit.
3. A Resident’s custodial parent(s) or
guardians, stepparents, maternal and paternal grandparents,
spouse and children who have been approved by the
administration, shall be allowed to visit.

Special visits may be granted if recommended by the
Resident’s parole authority and approved by the
Superintendent or designee.
5. A responsible
adult must accompany all visitors under the age of 18. All
minors shall be supervised by their guardian and will
conduct themselves appropriately. Disruptive behavior is not
permitted.
6. No more than four (4) visitors
shall be allowed to visit a Resident at any one time.
7. All visitors shall complete a visitation form
upon entering the facility. Each visitor must possess a
valid picture I.D.
8. All visitors over the
age of sixteen (16) must present some form of identification
with a picture on it and be checked against the Approved
Visitors List to ensure the visitor is authorized.
9. All visitors shall be scanned with a walk-through
or hand-held metal detector and/or be given a pat down
“frisk” search. If any additional searches are required,
visitors must sign an approval form. Anyone refusing to be
searched will be escorted off the premises.
10. Personal belongings, including (but not limited to)
purses/handbags, umbrella, duffel bags, etc., shall not be
permitted in visiting areas. Visitors with small children
will be allowed one diaper and two bottles per child.
11. All visitors shall park in the area(s)
designated by the facility. Personal belongings shall be
left in the vehicle with the windows rolled up and all doors
locked. The institution is not responsible for such items.
12. Visitors shall not give anything to
Residents during the visit. All items will be considered
contraband.
13. Dress Code for Resident
Visitation:
Visitors are expected to dress
appropriately and in a non-suggestive and non-offensive
manner.
Male visitors are expected to wear full
length pants or jeans, a sweater or shirt that has either
short or long sleeves and shoes
Female visitors are
expected to wear dresses, skirts or full length pants or
jeans; dress, blouse, sweater or shirt with short or long
sleeves and shoes. Skirts and dresses should be no higher
than approximately 2 inches above the knee.
•Prohibited clothing items include but are not limited to:
•Shorts of ANY type •See-through garments •Excessively
tight-fitting or revealing clothing •Tank tops/muscle
shirts •Swim wear •Mini-skirts •Culottes •Halter
tops •Sleeveless or strapless dresses or tops •Bare feet •Clothing perceived to promote or
suggest drugs, alcohol, firearms, tobacco, profanity, sexual
promiscuity, anti-social or illegal acts, negative or
insensitive racial, ethnic or religious innuendos.
14. Visitors will be allowed to bring $5.00 in
coins for use in the vending machines.
15.
Money for Residents shall not be accepted from visitors.
Under no condition shall money be given to Residents or
Staff on duty.
16. Visitors shall not be
permitted to bring packages for Residents. Any exception
must be approved in advance by the Superintendent/designee
and left in writing for the visitation staff.
17. Parents/guardians may feel free to discuss their
child’s overall progress with the Resident Advisor, Shift
Supervisor or administrative staff.
18.
Visitation periods shall be structured so that all Residents
on facility grounds will have an opportunity for visitation
with family and other approved visitors. The scheduled
visitation periods are structured so those Residents will
have regular meals in the campus dining 19. The visiting area is
accessible to the handicapped. 20. Visitors
attempting to give, or found to have given to a Resident,
any item(s) which have not been specifically approved or
processed may have their visit immediately terminated.
21. Visitors who give or attempt to give drugs, drug
paraphernalia, firearms or explosives to a Resident shall be
charged with a felony as specified by the Code of Virginia.
Any visitor found to have given one of these items to a
Resident will loose the privilege of visitation permanently.
22. Visitors who attempt to give or convey any item(s)
to a Resident to help him/her escape, or in any matter
attempt to aid a Resident in escape either with force or
otherwise, may be charged with a felony as specified in the
Code of Virginia. Any visitor found to have aided, or
attempted to aid a Resident in any escape or escape attempt,
will loose the privilege of visitation permanently.
23. Visitation privileges may be denied for a short period
of time or for the duration of a Resident’s stay if the
visitor is considered to be detrimental to the Resident, or
a threat to the safe and orderly operation of the
institution. Revised 05/10/10 Please be
aware, any violation of the above rules or of the laws of
the Commonwealth of Virginia by a visitor may result in
expulsion from the BRJD property and/or arrest. In such
event, future visitation may be restricted or denied
Resident Phone System
The Blue
Ridge Juvenile Detention phone system is operated by
Encartele and will allow for calls to be made from within
the facility in the following ways:
Collect
Calls:
The Encartele system utilizes a live validation
program that checks the telephone number prior to the number
being dialed out.
This validation verifies that the telephone number
being called can accept and be billed for collect calls.
If the number fails the validation test, it may only
be called through Encartele’s prepaid MinuteMizer program.
MinuteMizer Calls:
MinuteMizer is Encartele’s prepaid program for
placing calls to telephone numbers that cannot be billed as
collect calls.
These types of calls typically include cell phones, business
phones, and numbers with collect call blocks.
MinuteMizer is also available to anyone who can
accept and be billed for collect calls that wish to take
advantage of the lower rates through the implementation of
deposit bonuses.
In order to establish a MInuteMizer account, the owner of
the telephone number would need to contact the MinuteMizer
account department at (800) 562-7062.
From there a MinuteMizer representative can set up
the account with prepaid funds for telephone calls.
A MinuteMizer account can also be established by

Call
Rates:
Rates are determined according to the location of the
area being called.
The option to hear specific rates will be announced
to the person receiving the call before the call is
connected.

This toll-free number is for customers that accept
calls to contact in regard to billing or service issues as
it pertains to their telephone number, and for those wishing
to establish a MinuteMizer prepaid account or to add funds
to an existing MinuteMizer account.
Attorneys, Probation Officers and Department of Social
Services: Residents will
have the ability to make phone calls regarding their court
case to attorneys, probation officers and DSS legal
guardians at no charge.
